What is being counted. One building permit for one new house or townhouse, filed with the county. It is a measure of activity, not a count of finished homes, and a townhouse permit can cover a building with several units.

Who counts as national. A builder that sells homes in more than one state and is headquartered outside North Carolina. That is our judgement rather than something the permit records say, and it folds subsidiaries into their parent, so Centex counts under PulteGroup and Ryan Homes under NVR. Carolinas builders stay on the local side.
